Develop/deploy export and download functions to and from SWR.

This includes backend and frontend work.

DoD:

[x] Dashboard: Data downloaded "as is"
[x] Hale Connect: Data downloaded in an “interoperable way”

first phase: download data as it is -> done by Paul second phase: download transformed data -> Simon will look into this when the Hale Connect has been set up by Thorsten

question by WE (@Somakanthan, @stempler ); which formats should a user be able to download the data by? csv, pdf, xml, ...? and should we keep them as original format or convert to another format?

Bonares; mostly csv, pdf, xml and mostly keep as this format or extra function to convert to pdf
