fails to run on morph.io #2

Runs on Morph.io started to fail in July 2022 with following error:

The latest version of Python 2 is python-2.7.14 (you are using python-2.7.12, which is unsupported).
...
Requested runtime (python-2.7.12) is not available for this stack (cedar-14).
Aborting.  More info: https://devcenter.heroku.com/articles/python-support

Scrapper auto-run disabled until we fix this.

Update: As of Sep 2022, we need to switch to at least Python 3.7.14, see https://devcenter.heroku.com/articles/python-support .
