inaccurate os refresh rate #252

What steps will reproduce the problem?

1. Set "force OS reported refresh rate"setting in latest mame4droid options 
tab,on asus tf 101 tablet with latest stock ICS rom

What is the expected output? What do you see instead?

Mame4droid sets default video  refresh rate at 63 hz instead of 60,58 hz (wich 
is the right refresh rate value)

this is a problem with your decice reporting wrong refresh rate to mame4droid 
through android apis. i will add an option to force a desire refreh rate in a 
future version.
