Missing include permission to write on a USB external storage on KitKat. #308

What steps will reproduce the problem?
1.Got to << Options -> Settings -> General -> Change Instalation Path >>
2.Select Yes
3.Restart
3.Select <NO> to default path
4.Select a <extSdCard> or another external USB storage
5.ERROR  -> Can not write to external storage.

What is the expected output? What do you see instead?
-I hope to create and use external storage for storing ROMs.
-Instead write access is denied.

What version of the product are you using? On what operating system?
1.6.1

Please provide any additional information below.
Move the folder from local storage to the external works. But does not save any 
configuration changes nor the states.

Also can not save Game Settings on some Devices or for some Games. For example: 
fghthist (Fighter's History (World ver 43-07)). I change options in the Service 
Mode (Free Play and change the Difficulty). Or I change umk3 Settings in the 
Service Mode like Difficulty, increase the Volume to Max, and Free Play. When I 
exit the App, and start it again, everything is Default and I have to change 
everything again.
Happens on Note Pro 12.2 and NVIDIA Shield Portable (Android 4.4.2 for both)
