format_popler_to_ecocomDP.R taxon_id not populating for some data sets #67

The taxon_id field is not populating in the observation table for some popler data sets.

proj_metadata_keys: 54, 130, 145, 146, 318, 321, 376, 380, 689

Also, data set for proj_metadata_key 32 seems to be populating taxon_id with weird values.
