Automatically add the bundled version of Quarto to Workbench PATH #159

Its not added by default to PATH which is needed to work in Jupyter and VS Code

The best way to do this is to symlink the desired version to /usr/local/bin/quarto, then all 4 IDEs will have that version of quarto in PATH. Instructions here: https://docs.posit.co/resources/install-quarto/#add-quarto-editors
