Matching Grants

In addition to the current feature set of the grant program, a way to have matching grants would be great as well

Things to consider:

• How do I keep matching grants from getting exploited?
• Should I escrow the money and allow the grant issuer to match what they want?
• What controls should be in place?
• Should there be a match all grants, or just match on x grant?
• What does the UI flow look like for this?

36 completed the implementation of matching in the solana program.

Now the only thing missing is the donation in the UI, which will include #38 for visualizing the matching impact of a donation.
