Problem

SEO best practices require dashes instead of underscores in urls

Summary of Changes

The transaction_fees.md file, the inflation_schedule.md file and the related links to them have been updated to used dashes instead of underscores.

I'm game for the file name change, but the redirects are not done correctly in your PR.

Each of the old paths should be put in the front matter via altRoutes similar to this doc: https://github.com/solana-foundation/developer-content/blob/main/docs%2Fintro%2Findex.md

Having the redirects.json file updated should only be in the "common-docs" object. I'm on the GitHub mobile app and it's hard to tell which section of the redirects file your updates are in

@nickfrosty I've updated the .md files to include the altRoutes. However, I'm not sure what the redirect.json file needs. The edits I made are in the common-docs object. Should these stay? Or do I need to revert my changes?
