Release of CCRE with API 3.0.0.

Steps:

Travis CI takes care of checking license headers and unit tests. It also should upload the PoultryInspector binary for the final release.

Check Javadoc completion
Reformat CCRE
Compile changelog and buglog
Test code on roboRIO
Test emulator
Test serialization of everything in the Poultry Inspector: FAILED: see #101. Bugfix deferred until 3.1.0
Regenerate Javadoc & Update Javadoc site
Update documentation: DEFERRED
Update version.properties
Tag and sign release
Upload release
Check GitHub release once Travis CI finished
Merge pull request
Remove "fixed-in-development" label from issues if merged/closed
Move incomplete issues to next milestone
Update milestones
Merge any remaining changes into later branches
Post on ChiefDelphi
