Add buttons on star menu to create carriers with maximum/minimum load #392

Bear in mind that there is a setting for the default behaviour when building a carrier. This change will need to make sure that it does not override that.

Perhaps a button with a dropdown (https://getbootstrap.com/docs/4.0/components/dropdowns/):

Clicking the button will create the carrier with default settings
First dropdown option is build carrier with max ships
Second dropdown option is build carrier with min ships.
