NUI-6198 fix scroll dismiss event

Frontend Pull Request Description

After upgrade of Angular to version 15, there was a bug in dialog. When dialog was called from ngOnInit, it was dismissed immediately. These changes will address that.

off topic: we should agreed on some mechanizm for picking that fixes to other verison of nova. actually release process here is a big mess....
