RPM package maintainers prefer that packages don't install files in the docdir. THey use a %doc macro to select what to include.
This have the benefit that the user, or the distro in certain cirumstances can configure that documentaion files is not installed, even if it is in the rpm package. Usually to save space when generating an ISO for release.
