Move noise variance from Problem to Model

It may be more logical to move noise_var_priors from problem definition to model definition.

noise variences in y dimensions are similar to length scales in x dimensions
all parameters and hyperparameters which are fitted by the ModelFitters would be defined in Models

Decided against this idea. Does not make much sense when combining models together (as in Semiparametric).
