Refactor GP amplitude hyperparam #32

The amplitude (marginal deviation) hyperparameter of GP has been added to GaussianProcess model implementation.

What's missing:

Consider refactoring the implementation in GaussianProcess (?)
Refactor TuringBI to support the amplitude hyperparam
Re-include & re-export TuringBI
Update doc comments
Add/update relevant unit tests
Update BOSS diagram
