Update dependencies needed for R version 3.6.1 #9

I was testing the dockerfile and ran into an issue attempting to create a new plot layout. When it got to the section for creating a randomized block layout (step 6 in the guided workflow) I got an error about R not being able to run. Checking the logs, the included version of R is 3.3.3 and there is a dependency asking for 3.5.0 or higher.

Any chance the included version of R in this image can get updated? I made an attempt to upgrade it within the container and it failed on some other related dependencies.
