dataset detail fixes

fixes the dataset detail page so that public/private/delete buttons work add option to edit description field

Clicking on "Make Public" brings up an alert "The dataset is now public", but clicking on make private also brings up an alert "The dataset is now public". I am not sure if the buttons actually change anything. I fixed it with an additional commit.
