Resolving https://github.com/solid/specification/issues/193 as 'yes' because of arguments we arrived at in https://github.com/solid/specification/issues/193#issuecomment-791363470.

@csarven confirmed that the answer to https://github.com/solid/specification/issues/236 is: If c/ exists but c/r does not, then PUT to create c/r requires append or write on c/ + write on r. so answer to https://github.com/solid/specification/issues/246 is also 'no'. anser to https://github.com/solid/specification/issues/220: 'yes' (but we will use content-type application/sparql-update-single-match from now on, see https://github.com/solid/specification/issues/139#issuecomment-790605732).
