The Solid-OIDC specification and primer documents have been moved to the solid/solid-oidc repository, which is where the editor's drafts are now hosted. The equivalent files on this repository are therefore out of date and, with this PR, are removed from the repository. A basic HTML page is created in their place that will redirect browsers to the new location.
In addition, the relevant links in the README have been adjusted to point to the new location
Finally, the GH actions have been updated so that they do not break, now that there are no bikeshed documents in the proposals/ directory
