There needs to be a place to point to answers for each use cases in each system when they exist.

We can add second table which instead of requirements has specific use cases. We would already have quite a few links to https://github.com/solid/authorization-panel/blob/master/proposals/acp/use-cases.md

Yes, we may need both. I found that answering use cases directly is actually often very difficult as they often cover so many different requirements.

I think this one is ready to merge and we can start iterating via new PRs
