Add 2021-10-13 minutes #272

Please someone commit https://github.com/solid/authorization-panel/pull/275/files to this PR before we have too many merge conflicts.

Not directly concerning these minutes, but a hopefully helpful suggestion going forward -- add a link to the previous meeting's minutes (and IRC log, video recording, and audio recording, when applicable), and a datetime notation (could include an .ics link!) of the next meeting (or a link to the group's calendar, which hopefully makes change subscriptions available).

(I've not attended a Solid CG call, including all of the various panels, in several months, largely because my personal calendar entries got out of sync, and partially because I've not found a way to get into sync with all those panels. There was a recent comment in one of these threads about the minutes that said "we're meeting every other week, so the next is the 27th" but left out the vital time detail [which should be provided as a direct link to the worldclock or similar]...)

I mentioned in the PR to this PR that it would help if the minutes were written in 70-80 character lines, as that reduces the likelyhood of edit clashes quite a lot. Otherwise one person changing one character in a paragraph clashes with another editing another char in the same para.
