Add draft timeline to address final outstanding issue.

I am a bit confused by this PR.

The deliverable section mentions a single document, and yet the timeline has 6 entries under "specifications", some of them with a different timeline. We need to be consistent on that front.

My understanding from previous discussions was that it was too early to decide on how exactly the outcome of the WG could be split into documents.
