Add access management lifecycle to scope #46

This proposal adds "access management lifecycle" to the scope of the Solid working group charter.

This was discussed in the 2023-08-02 Community Group Meeting. This topic has prior incubation in the Interoperability Panel, and it was agreed that naming this item explicitly would be advantageous (as opposed to placing it implicitly under authorization).

Indeed when the referenced incubated work in the CG is ready for standardisation and with CG's support for transition to a WG, it can be proposed as a deliverable.

Notes for the WG:

There is no significant incubation work in the CG pertaining to "access management lifecycle" above and beyond the work mentioned above. It wasn't expressed in the UCR for Authorization in Solid. There is vague/general reference to it under https://github.com/solid/user-stories/ .
