Add coordination with the W3C Federated Identity WG #78

Resolves #77

This adds the W3C Federated Identity WG to the coordination and background sections.

This replaces mention of the Web Platform Incubator CG, which has really been just a stand-in for the Federated Identity CG (which is now a W3C WG)
