Add Work Items section #543

The proposed CG charter includes a process for new work item proposals (NWIP).

As mentioned, "some of this information could be moved to other documents". So, this PR moves NWIP from proposed Charter to the Contributing Guide.

Merging this PR should follow be followed with committing suggestion to refer to NWIP in Contributing Guide: https://github.com/solid/process/pull/323/files#r1267917483

Moving this to Contributing is a great idea.

Issue templates can help in cases where issues are predominantly one of a few kinds, each of which has its own template; in other cases, I have found them to be rather confusing.

Pavlik, I agree that a template would help. Let's consider doing it as part of https://github.com/solid/specification/issues/546
