Add requirement cat-keyboard-interaction

This PR is a correction class 4 change in the Solid Protocol ED:

• Change: Add requirement #cat-keyboard-interaction

  Reason

  To avoid potential disruptions caused by cat interactions with the user's keyboard.

  Conformance

  Adds a new feature.

  Testing

  Test cases can check whether cats walk on the user's keyboard when i) the user is around, iii) not around, and ii) a cat and a keyboard are placed in a box.

This PR addresses a longstanding security concern in Solid, removing barriers to fixing the web, society, or other related issues. It follows a recent discussion during a CG meeting where the group contemplated the need to establish the Intergalactic Solid Forum to address specification debts [citation needed].

I wonder, given the risk cat interaction with keyboard poses for global thermonuclear exchange, as well as the robust deployment of the widely implemented RFC1149, as well as the not quite as widely implemented RFC2549 and RFC6214 if stronger protection measures are needed.
