Adding CONTRIBUTING.md as a starting point for discussing Solid Team formal process #70

This PR is my attempt at resolving https://github.com/solid/team/issues/69. It's a starting point inspired by https://github.com/w3c-cg/solid/blob/main/CONTRIBUTING.md and https://www.w3.org/Consortium/Process/#decisions, and I hope it can be a useful resource for the team.

Rules on voting are grouped into the section Decisions.
