Add Solid-OIDC related vocabulary resources #51

This PR adds two resources that relate to the Solid-OIDC specification: a solid/oidc vocabulary and a JSON-LD context used in describing Client Identifiers.

Until the specs depending on the the vocab and the context are part of solidproject.org/TR/ (via solid/specification repo), consider including term_status eg. "testing"? from http://www.w3.org/2003/06/sw-vocab-status/ns
