Expand and improve translation bot instructions #27

This PR updates bot's PR description with more detailed instructions for translators on how to deal with the PR. It also adds links to the specific commit the update is for, including the links on the file list.

Here's how the PRs will look like after this is merged: English documentation updates up to v0.8.15-124-gd5a78b18b (2022-08-02) #11.

Originally I wanted to also update the README but I'll do that in a separate PR not to further delay this change.

@franzihei This is now ready. Please check out the sample PR and feel free to tweak the text if you think if can be improved/simplified.

I'll go ahead and merge it. I think the change I made should be ok and we can always tweak it further in subsequent PRs.
