It's hard to be much more sure than hitting the live UPS api and getting a real shipping rate. Although we should probably stub this is some way so that we're not

  1. Using actual live creds in this repo
  2. Tied to pricing whims of shipping providers

Test order dependency error, bisecting to find the leaky spec.
