Turn off caching in development #63

This feature should be coming next week for the new API proxy, but won't be possible using Storyteller so practically will also need to wait for #24.

@pushred I'm not sure what you're referring to. This issue refers to the cache headers we added to pages and assets for use with Edgecast. In development we don't need these cache headers, and they caused Monika some trouble today. When the environment is set to development, we'll just not serve cache headers.

Oh, the issue was lacking any detail so I thought she meant resource caching. Karen had a note in Basecamp about that earlier.
