Specify dependency versions to prevent build pipeline errors in MCW-ML-Ops #1

Making these changes to specify the versions of dependencies used. While going through the ML Ops Microsoft Cloud Workshop the build failed which appears to be due to version 1.3 of the azureml-sdk. I've reverted back to version 1.2 since these issues do not appear to be present.
