Offer a CLI option for users to initiate an Environment validation scan #143

Is your feature request related to a problem? Please describe. glooctl check is a popular utility among Gloo Edge users to detect mis-configurations and other issues. A similar utility - or an integration with glooctl - would be nice for Portal users as well. For example, users would like to be able to proactively initiate a scan of Environments for route conflict issues, especially in multi-tenant environment where multiple, independent teams have APIProducts sharing Environments. See related issue #142 .
