An enterprise user writes this: "A Portal is configured with OIDC and there is no issue there. Currently it is only for internal users. In the future we need to configure for external users also. Can a single portal be configured with multiple auth providers and users have an option to select auth provider?"

Support multiple auth providers within a single Portal. Allow end users to select the auth provider they want to use.
Alternatives
This may be easier to use an IdP that allows federated access to other IdPs behind the scenes. This might require no product changes to support.
