Allow setting `VirtualHostOptions` for Portal Virtual Service #97

We currently allow users to customize the VirtualHostOptions on the VirtualService that is generated for each Environment resource. Some users have requested the ability to do the same for the VS that we generate for a Portal. This would allow them, for example, to configure WAF for portal applications.
