Improve changelog validation for envoy-gloo repo #5240

Is your feature request related to a problem? Please describe. A new feature in our changelog bot that requires a label from our allowed list, i.e. a new field for changelog config in https://github.com/solo-io/gloo/blob/master/changelog/validation.yaml

Describe the solution you'd like A feature that requires labels, so changelog bot fails if we use versions such as v1.2.3, rather than v1.2.3-label

Describe alternatives you've considered A clear and concise description of any alternative solutions or features you've considered.
