GitHub bot to highlight dated dependencies #5467

Is your feature request related to a problem? Please describe. We can improve our estimations for tickets if we are more aware of any tech debt within the repo. For example, upgrading to v1 CRDs required updates to our codegen libraries, which hadn't been updated in months. Picking up the other changes here was nontrivial, and not well factored into our estimation.

Describe the solution you'd like A bot that highlights dependencies on the default branch that are dated by several commits.

Describe alternatives you've considered We should research existing tools and approaches to the problem as well. While nice to be current on internal dependencies, we also don't want to incur extra work with little business value.
