Is your feature request related to a problem? Please describe.

We should add some tests around upgrading/downgrading Gloo Fed.

We should consider different setups, such as:

upgrading/downgrading a single Gloo Fed instance
having 2 Gloo Fed instances running side by side in a cluster and upgrading one instance (canary)

Decide if these should run as part of ci, or a separate (e.g. nightly/weekly) workflow
