Restore ability to view VirtualService YAML config from console UI #7465

The Gloo Edge console UI used to have an option to display the YAML manifest of a virtual service. With Edge Enterprise 1.13.0-beta10 it does not, as shown below. The corresponding capability for Upstreams still works as before.

Allow dashboard users to view the YAML manifest of a virtual service from the UI.
