Is your feature request related to a problem? Please describe.

It has been discussed multiple times on how to best notify a customer of an expiring license.

Describe the solution you'd like

This feature request is to introduce a new metric in the control plane to expose the epoch countdown of a license expiry.

Having this metric would be mean that customers can setup appropriate alerting when its time to renew the licenses.

Gojek has been requesting this feature for a long time. We also had issue with Fitch and they wanted this as well.. https://solo-io.zendesk.com/agent/tickets/3362
