Review/Fix External Processing Documentation #9271

Describe the requested changes

External processing guide/docs should be reviewed to make sure everyhting is in line with the changes made to enable certain upstream features in this PR

Additionally, the proto comments for these fields need to be updated to not say "NOT IMPLEMENTED"

The upgrade guide for 1.17 needs to call out the breaking change where users of external processing who modify the body need to include a header mutation to set the appropriate Content-Length
