Actually tested this time, ran:
make manifest TAGGED_VERSION=v0.2.3 make upload-github-release-assets TAGGED_VERSION=v0.2.3
Because the release existed, but the yaml was missing, this uploaded the yaml to the release. Will verify on the next release.
