Add Solr Package Repository Capabilities #34

This PR does two things:

  1. It adds a Solr package descriptor to this repo
  2. It adds a build script that collects and updates package information from their repos

As of now, the thymeleaf templating plugin is the only plugin distributed via the package descriptor with more packages to follow. But it further more derives recency and popularity information from github repos and keeps package links updated.
