Update android-tools to 28.0.3 #522

With the release of Android Q this fastboot version is no longer supported. We cannot flash the Q factory images with this. Upgrading is advised.

Unfortunately this is the old repository. The new one is over here. Please post your pull request there (adjusting for the intermediate release of 28.0.2) and please change the release number to "7" (from "1"). Thank you for your contribution!
