Cursor flickering when hovering a Budgie panel #1112

Operating System: Solus 3 Budgie version: Budgie 10.4

The cursor flickers when hovering a Budgie panel on my new Solus 3 installation, regardless of whether the panel is set to auto-hide or not. I do not have this issue on another computer running Solus rolling, and I couldn't record it using Peek (even with a high framerate), so I'm guessing it may be hardware related rather than software. I am not sure how to reproduce it since it only occurs on one of my computers.

I am using two monitors and have an AMD ATI HD7850 with the open drivers.

I would be grateful if someone coule help me troubleshooting, I'm not sure how to proceed.

Turns out it only happens with a top panel, no issue with the bottom panel or side panels (except that the latter cover the whole screen area with my current applets).

However, I tried moving my primary monitor where the panel is displayed at the top of the overall multimonitor viewport, and it did not fix the flickering, so it does not seem to be directly related to #844 and #869 even though it occurs only with a top panel.
