The issue encountered
The left (side) monitor is unusable if a panel is added on the left side of the right (main) monitor.
All windows on the left monitor are then for some reason placed in the space "between" monitors (if you don't understand what I mean just watch the video below). This, however, happens when both screens are configured to be in the same Y position as well, the glitch is just a little different then.
I'm using a GTX 1050ti laptop with propertiary NVIDIA drivers included with Solus. I don't know if this issue happens with an AMD card as well.
This issue still occurs with budgie on Ubuntu 18.10
From what i can see it's not only related to the positioning of the panel but also to the auto hide setting.
