@bwat47 what that is referring to is an optional applet which is available to all budgie-desktop distro's.

@adam900710 If it is just to switch between windows of one and the same application: for quite som time, we' ve got a script for that, which was written on request, in the UB experimental branch. As a heavy Chrome user, this feature is essential for me.
As a Googler, I've filed a feature request to add Alt+` to Chrome OS.
Switched to budgie recent due to the long existing Cinnamon + Nvidia flicker problem.
The only thing I'm missing is alt-` to switch whtin an application.
It's normally OK if only several browser windows are opened. But when coding/debugging/compiling there will be tons of terminal windows floating around with some other unrelated window like browser and music player. In this case, Alt-` will be super handy to only switch inside all terminal windows other than to some other unrelated windows.
I understand it's better to put all the terminals into another workgroup, but it's always good to have another option for user to choose.
