'Always on top' - no more :-( #1428

Operating System: e.g. Solus 3.9996 Budgie version: i.e. Budgie 10.4-70-g15c960cc

'Always on top' for pinning a window always in front of any others is missing.

Few apps work and some don't.

Work: Nemo, Gnome-Weather, Catfish, Gnome To Do, Peek Don't work: QuiteRSS, Firefox, Caja, Terminal. LibreOffice, smtube, gimp

Also getting the same issue, I can't get the right click title bar menu to show up at all sometimes.

capture du 2018-06-28 21-13-11 This ? Here it's a right click on windows icon in icons task list applet ( and not on title bar indeed ) It works as I could expect, as long as Firefox window is not maximized, which looks normal to my eyes. Ubuntu-Budgie 18.04 here.

[ later ] in fact I had never noticed « always on top » was to be found at right click on title-bar !!! Indeed it shows sometimes, sometimes not, on gnome-headerbar app's ( gedit, rhythmbox… ), and never shows on classic titlebar ( Firefox, gimp… ) but it's always there for both kind of windows, on right click on icon.
