Buttons in the edges of the top panel are not aligned to the edge properly: hovering the mouse sometimes deselect the buttons #1925

I mentioned top panel in the title, but this is applicable to all positions (top, left etc).

Budgie version 10.5

Operating system Ubuntu 19.10

Steps to reproduce the issue

Hover the mouse on the start menu button or the Raven Sidebar trigger; place the cursor to the very edge of the screen, the button will flicker and deselect and the user can't click on the button. The cursor have to be moved a little in order to the hover state to appear.

Actual result The buttons are not clickable sometimes.

Expected result Adjust the position of the buttons align them at the very edge of the screen; panels should not have margins near these buttons.

Same issue on Ubuntu 20.04, using nvidia 435 and 440, across various resolutions and with/without scaling. Running Solus full screen in Virtual Box, I don't seem to have the problem with a top oriented panel (can't get 2560 width working to test on left/right orientation properly). Could be Ubuntu-specific?

Tested on a live Solus boot, and the problem exists there as well. Noticeable with a top or left panel orientation, icons do not consistently stay selectable along the edge of the screen.
