Another thing get removed :
⋅ ability to finely position such a dock ( not only centered ) ⋅ with a 0~100 value where depending on orientation 0 means left or top and 100 right or bottom.
Or should I open another feature request ?

Use-cases
I really appreciate the fact that budgie-panel has the ability to have multiple panels, each with individualized settings for transparency, size, dock state, and hiding behavior.
However, I find that I might like certain panels to be always On Top, but without reserving space for themselves.
In my particular case, the panel I'd like to have always available (without Reserving Space) would be my workspace monitor/switcher (top center):
Proposal
i think a simple toggle, much like the existing one for Dock state, for "Reserve Space" would make sense. I believe XFCE's dock had a similar setting. https://docs.xfce.org/xfce/xfce4-panel/preferences
I am not proposing that the Always On Top would replace any setting, but rather be in addition to. This would enable the panels to still Auto-Hide, but be called into usage by a hover/drag along that screen edge.
