Provide descriptions to download the nightly build Windows binary #371

370 provides artifacts for the Windows portable binary with every devbuild CI run. At the time being (2024/06/18 change f2e3e96), users need to dig into the Actions entries for the built binaries.

The repository should provide descriptions (which can be in README.md or another file) for how to get the nightly binary.

In addition, we should start to use Releases to manage the download link(s).
